There are 3G networks across the whole island. Buying a SIM for your mobile phone is easy, as they are readily available and brightly advertised from many outlets, including the airport on arrival. However, if you require a mini SIM for you iPad or tablet, you can only get this from a main office of one of the telephone operators and these are only in the larger cities, specifically Colombo.
Wi-Fi is readily available throughout the island, but reception is not always consistent and some hotels still charge for internet access.
